Veterans Financial Benefits

The Financial Assistance Program is intended to Provide supplemental financial resources to qualified applicants in a limited capacity that resets at the beginning of each new fiscal year. The Assistance is intended to serve as a stop-gap, and not as supplemental income. The assistance provided is based strictly on the availability of funds for applicants who meet the eligibility criteria. If a veteran does not request for or get approved for the amount authorized, the remainder does not carry over to the next request.

All financial assistance and grants from the Veterans Trust Fund are contingent on the availability of funds.

emergency assistance

Emergency Assistance for food and/or vehicle fuel, NOT TO EXCEED $400 per assistance. This assistance is limited to one time per Quarter, but two times per fiscal year. Only foodstuffs (ie: dry goods, canned goods, or consumable liquids, dining facilities, etc) are permitted under this line item. Alcohol is expressly prohibited.

energy assistance

Energy Assistance for heating costs including firewood, coal, pellets, or utilities for one month and propane NOT TO EXCEED $400. This assistance is limited to one time per quarter, but two times per fiscal year.

  • A. For assistance with utilities (electric or natural gas):
    1. A Current Utility Statement/bill must be provided
    2. Statement must be in the name of the applicant.
    3. Assistance may only be for the amount of one month (current) of utilities; and
    4. Payment will be made directly to the utility provider
  • B. For assistance with propane:
    1. A quote must be provided
    2. The quote must be in the applicants' name
    3. Payment will be made payable to the vendor

Applicant must meet with CVO Commander to allow for funds to be allocated in CVO Budget

Medical Appointments

Vehicle fuel costs, meals and lodging directly related to traveling to Medical facilities for treatments and pre/post appointments, NOT TO EXCEED $150 in a fiscal year. Documentation needed.

Educational Expenses

Expenses limited to books, course fees, lab fees, and supplies NOT TO EXCEED $500 in a fiscal year. Following supporting documents must be provided with request: Acceptance letter from accredited university, college or technical/trade school. Course and class schedule. Documentation needed.

Travel expense for Workshop/ Conferences

Navajo Veterans to attend veterans' issues-related workshops and conferences in a fiscal year, NOT TO EXCEED $100. Documentation needed.

Traditional Healing

Navajo Veterans to receive traditional healing services, NOT TO EXCEED $400 in a fiscal year. Documentation needed.

Self-Help

Home improvement costs for items such as, but not limited to water heater, appliances, pellet or wood burning stove, building materials, tools, and supplies (for repair and maintenance only), septic tank clean-out, and chimney pipe cleaning for UP TO $1,000. This assistance is limited to One Time per fiscal year.

Renters

Individuals living in rental units must provide a copy of a rental agreement that specifies tenant responsibility to maintain the rental property in order to be able to apply for assistance.

Loan Department

Purpose

  • Provide Personal Loan to Qualified enrolled Navajo Veterans, National Guard & Reserve, Surviving Spouse and Gold Star Parents that are financially to repay the loan in accordance with the loan terms. Ensure all loans are made in compliance with operating policies and guidelines, and all applicable Navajo Nation Laws. Protect/ Maintain accountability for assets and property within the Department and Program. Secure and Collect Funds due/ owing to the Navajo Nation.
  • Approval authority of the AVO Plan of Operation shall rest with the member CVO’s.
  • The Plan of Operations may not place additional restrictions on Veterans to apply for ANY assistance provided by the NNVA, or on to CVOs.
  • The Plan of Operation may not assume roles or responsibilities reserved for the NNVA.
  • The Plan of Operation may not assume roles or responsibilities reserved for the NNVA.
  • A copy of the AVO Plan of Operation must be provided to the respective agency office to be kept on file.
  • The AVO has a proper resolution clearly stating the purpose, amount, and approval by the CVO membership for the grant request.

Policy

  • All borrowers are limited to no more than one outstanding loan from NNVA Loan Program - Primary borrowers or co-signer for another borrower
  • Borrowers / Co-Signer are responsbile for repaying their debt in accordance with loan agreement.
  • loan Amounts - Minimum is $1,000 - Maximum is $4,000
  • Loans from NNVA Loan program shall be repaid by Payroll deduction through employment; If payroll deduction is unavailable, loans
  • shall be secured by a qualified co-signer ..STOPPED HERE...
  • Until the loan is paid in full, each borrower's loan history shall be transmitted to credit service dept. to a credit reporting agency including but not limited to: Delinquency, bankruptcy, charge-offs and write-offs.
  • Veteran must be Honorably discharged or other than dishonorably discharged and must be an enrolled member of the Navajo Nation
  • Married Veterans, including spouses in common law marriage, shall apply jointly.
  • Surviving Spouse and Gold Star Parent may apply with proper documentation.
  • Shall be employed (full time status) for two or more years.
  • Fixed Income: Social Security, Pension, other fixed benefit - Must provide supporting documentation of such income. Loan Officer will request Bank statements with fixed income amount that is deposited into bank account.
  • Self-Employment: at least three years and provide a three year history of financial stability.
  • Temporary / Season employment and other - Do not meet the criteria above, requires a secured qualified co-signer.
